ACES 2004 Golden Heart Awards:
Michigan’s Attorney General, Mike Cox for the establishment of the Attorney General’s Child Support Division and PayKids.com that prosecuted nonpayers and collected $1.53 million.
New York City Council Speaker A. Gifford Miller, Councilwoman Tracy Boyland and Councilman Eric N. Gioia for legislation to regulate predatory collection practices of private child support collection agencies.
Sheriff James Telb, Lucas County, Ohio for the establishment of a Child Support Unit and promotion of statewide roundups (23 counties in 2003) of parents who fail to meet legal child support obligations. Hundreds have been arrested due to action by this unit.
Sheriff Edward Reilly, Nassau County, NY for the establishment and success of the SLAP Unit. The SLAP unit investigates non-payors to determine if assets are available to pay child support and refers the case to US Attorney for federal prosecution.
ACES Annual Heartless Awards for those who fail to act in the best interest of disadvantaged children
Texas Attorney General Gregg Abbot for hiring Casey Huffman, former president of Supportkids.com a private child support collection agency with a history of lawsuits against it for unscrupulous collection practices such as contracts which auto renew indefinitely if only one payment is collected, fees for collection of support taken out of current and back support due to contract language which defines all support past, present and future as “”support”. When Mr. Huffman was previously the director of Texas Attorney General’s Child Support Enforcement Division the collection rate was only 10%. To learn more
